The GSA sort of has it right but using the word Citizen isn't true for local governments. We have consumers. We want them to be consumers!

It's not radical thinking, it's common sense. First, they may be residents/citizens or the may be businesses or they may be outsiders exploring your area.

In any case they either need to consume your services, and more often than not, you are looking for them to do so.

It may be a source of revenue for your agency/jurisdiction or on the other hand, it is a way to deliver services at less cost and reducing often wasted staff time.

Unconnected, Silos, The Ringing Phone

Let's start with the most negative first: Silos

We all cringe when we hear that word, but let's face it, they are very real but also are a necessary evil in many cases. Of course, there's a difference between a missile silo and a grain silo. How we look at that depends on the G2C need; preserving security while delivering value to the consumer.

In the battle of department vs. department, agency vs. agency and the "Powers that be" against all, the lack of integration hurts. No need to spell out how the chain of command works, but delivering a disjoint, hard to use, consumer experience can make life miserable for all levels. The Ringing Phone is never a good thing in our electronic world, it's a sign of failure, and if it happens to be one of those "powers", it's a major fail!

Unconnected? You may have that million-dollar-plus SaaS enterprise system but many times that desktop icon sits right next to Excel or a specialized software helping specific departments do their job since the one-size-fits-all enterprise just isn't cutting it.
